Slow Trial of Cases Is Major Issue of Bulgaria Judicial System
Many of our members will be pleased to see that the US Federal Judge Wallace has called for changes in the Bulgarian legal system. Those of us who have attempted to bring about justice through the Bulgarian courts will know that it is far from easy as the Bulgarian legal system is extremely slow, inadequate, and expensive.
I for one agree unequivocally with Judge Wallace’s assessment.
In a recent interview with Novinite News Judge Wallace has identified 3 areas that need improvement. He has said that one of the major problems is the time it takes to try a case in Bulgaria. In his words "The time delay in the trial of cases is unfortunate because when people have disputes and they bring them to court they do not want to wait years to get a determination... There is no reason for the great majority of cases to take years. They should only take weeks, instead of years". The second is that there has to be some way to remove the burden of the Supreme Court. The third problem is the need of more training of the attorneys.

Throughout his career as an appellate judge, Wallace has been deeply interested in developing strong judicial systems around the world. Judge Wallace's support for the "rule of law" movement, which seeks to impart the concepts and ideals of an independent judiciary and impartial judicial system, dates to 1972, when he began using personal vacation time to visit judiciaries overseas.
After taking senior status, he began to spend about half his time on the effort. In all, he has worked directly with judiciaries in more than 60 countries, and on every continent.
