About Us
The Bulgaria Property Action Group is a support group for people who have OFF PLAN property problems in Bulgaria.
BPAG is an independent body with no commercial affiliations; this means we are able to give independent advice, and analysis, free of commercial influences.
Our aims are:
* Providing members with Support, Advice and Information where developments are in delay or non completion.
* Bringing together individuals and enabling investors to work collectively to resolve management and maintenance problems.
* To work constructively with the EU commission to bring about changes in Bulgaria's legal system to make it easier for victims of fraud and illegal practices to get justice.
* To work with Government, various industry bodies, and professions involved in the property industry to improve the current planning, construction and ownership laws and legal practices.
The BPAG team The BPAg team is led by Director - Pamella East Bsc, MBA
The team includes consultant lawyers, Real Estate professionals, Mortgage advisors, Valuers and Bulgarian translators. A core strength of BPAG is its multidisciplinary talent pool with extensive experience in the Bulgarian Property Market.
Pamella became involved in resolving property problems in Bulgaria as early as December 2005 when it became apparent that there was an oversupply of properties and growing numbers of distressed investors. She began working on resolving problems full time in April 2008 and started the BPAG in February 2009, it now has more than 1000 members. She moved to live in Bulgaria in July 2009 but now divides her time between London in the winter and Bulgaria by summer. Living in Bulgaria has enabled her to make valuable contacts. We have good links with the British and Irish Consulates in Sofia who frequently recommends people to us, and with the Sofia Bar association who have been invaluable for legal advice.
Our Aims:

Lack of sustainable infrastructure for developments
Lack of planning and regulation in the construction industry
Lack of regulation in the Real Estate Industry
We see the need for these issues to be addressed so that people can find solutions to their problems, seek redress for their losses, and ensure their investments will be sustainable in the future.
Statement of objectives We believe that none of the changes that we seek would be detrimental to Bulgaria in any way and in fact seek changes that would be hugely beneficial to Bulgaria in the long term. We look forward to working with the MP’s MEP’s and other bodies to achieve change that would be mutually beneficial to all concerned.
We welcome dialogue with individuals and other groups and would be happy to discuss with you what we can do to support and help you. Likewise we welcome suggestions of structural and legal changes that you would like to see in Bulgaria and the UK that would help you seek justice and resolve your problems.
Affiliations We are working alongside our sister group the Cyprus Property Action Group (CPAG) who have achieved unprecedented changes in the property market in Cyprus.
